The accident happened shortly before 9:30 p.m. near the eastbound entry ramp to the expressway.
Windsor police Staff Sgt. Christine Bissonnette said two female drivers were heading south on Dougall Avenue when they collided.
Bissonnette said a 20-year-old woman driving a black Pontiac Montana was charged with failing to avoid a collision while making a left turn.
A woman in her 50s driving a green Chrysler LeBaron and the 20-year-old driving the Montana, which flipped and landed on its roof, were taken to hospital. Both were treated for minor injuries, Bissonnette said.
Police had the scene cleared by 11 p.m.
Bissonnette said alcohol was not a factor and both vehicles sustained extensive damage.
